the attached files improved the email function:
- the user can leave empty the email field to not receive the notification (even if strictFormCheck is on)
- the settings page contains a enableEmail general flag to enable/disable all email to all users

This completes the previous post.
Turn optional the e-mail field il out.UsrMgr.php (the administrator editing). As in the out.EditUserData attached to the previous post the e-mail field can be leaved empty even if strictFormCheck is on.
