Change in User Role not propagated (3.2)

In admin tools, User Management I select a user to change from User to Administrator, then save. Their role, however, remains as a user.

If I manually change the user to and admin by updating tblUsers directly, I can't change them from being an admin in the GUI.

Other changes in the same form appear to be propagated ok though.

What version are you using? The latest code from svn does show that behaviour. I suppose 3.2.0 shouldn't neither.
