Can I lock the navigation tree heirarchy?

Can the administrator lock the navigation tree heirarchy? I'd like to prevent the situation where a User accidently deletes/moves position of a folder and it's contents, or completely rearranges the heirarchy!

Can't you just set the access rights on the folders you don't want anybody to modify?

But I'd like people not to be able to modify folders whilst being able to potentially modify the document in that folder.
